MINUTES OF THE MEETING OF REGIONAL SPORTS CONTROL BOARD OF JABALPUR REGION

 

The meeting of the Regional Sports Control Board of Jabalpur Region was held from 09.00 a.m. onwards on 06^th August, 2009 in the conference hall of KV COD Jabalpur. Smt. V.Bisarya, Assistant Commissioner and Chairman of the Regional Sports Control Board presided over the meeting. The meeting was attended by the following members :-

 

 

            Following Principals attended the meeting as special invitees :-

1.                  Sh.S.C.Vyas, Principal, OF Khamaria, Jabalpur.

2.                  Sh.R.Radhakrishnan, Principal, KV Narsinghpur.

3.                  Sh.Ram Kumar, Principal, KV Manendragarh

4.                  Sh.I.Felix, Principal, KV COD Jabalpur.

 

All PETs of the Region also attended the meeting.

 

 

After welcome by the host Principal, Agenda points were taken up and decisions taken as follows :-

 

1.         Confirmation of the minutes of the previous meeting :-

            The minutes of the meeting held on 04.08.08 was confirmed.

 

2.         Follow-up actions :-

Member Secretary presented detailed report regarding the follow-up actions taken in the light of the decisions taken in the previous meeting of 04/08/08. He also presented report on Sports and Games activities of 2008-09.

 

3.         Presentation of Income and Expenditure Statement for the year 2008-09 :-

Sh.Manoj Rawtani, AAO and treasurer of Regional Sports Control Board presented Income & Expenditure statement for the year 2008-09 and it was approved.

 

 

4.         Schedule of events for 2009-10 :

 

a)         Sports Day celebration at KV level.

 

            All KVs to celebrate Sports day before the last date given by KVS. Separate meet for primary section (Mini Sports Meet) to be conducted on Children’s Day, i.e., 14^th November, 2009.

           

b)        Cluster level Sports

            For cluster-level competitions, 57 KVs of the Region were distributed among 4 Clusters namely Jabalpur, Katni, Korba and Raipur as detailed below.

 

 

            Cluster-level competitions in the following events will be held from 25^th to 27^th Augusut, 2009 at the following venues :-

It was further decided not to hold Cluster level competitions in the following events :-

 

 

            In the above 13 events, students from individual KVs will directly participate in the Regional Meet. In the event of non-availability of the required number of students for forming a School-level team for participation in Cluster/Regional meets, individual students, if competent, can be sent to the Regional Venue of the concerned event for consideration for inclusion in the Regional team.

 

c)         Dates for Regional Meets

 

            Following dates have been fixed for Regional Meets 2009 :-

i)          All events except Cricket      -           3^rd to 5^th September, 2009.

ii)         Cricket (U-16)                        -           30^th August to 1^st Sep., 2009

iii)        Cricket (U-19)                        -           2^nd Sep. to 4^th Sep., 2009

d)        Preparation of Regional Teams :

 

            Assistant Commissioner has specifically directed the PETs not to send sub-standard teams and athletes who do not meet the qualifying standards fixed by KVS for participation in the Nationals.

Decisions have been taken to organize Coaching Camps at the Venues of the Regional Meet in the concerned event as per the scheduled given below :

 

i)	All events except Cricket	6th to 11th September, 2009
ii)	Cricket (U-16)	2nd to 6th September, 2009
iii)	Cricket (U-19)	5th to 9th September, 2009

 

            Details regarding Coaches deputed and further instructions regarding conduct of Cluster and Regional level meet will be intimated later.

 

 

 

 

 

 

 

 

e)         Constitution of Purchase Committee :

 

            The following Purchase Committee has been constituted for procurement of Sports kit, shoes etc.

f)          Participation of students of Classes X & XII :

 

            Assistant Commissioner informed that no restriction should be imposed on participation of really proficient students of Classes X and XII, if they want to participate and if their parents have no objection in this regard. However, Vidyalaya should not force their participation.

 

g)        Escorting teachers for KVS National Meet :

 

            Escorting arrangements will be made by the concerned Venue Principal. The Contingent leaders will be deputed by the Assistant Commissioner.

 

h)        Railway Reservation arrangements for participation in the KVS National Meet :

 

            It will be done by the concerned Venue Principal.

 

 

i)          Entitlement of Track Suit :

 

            PETs discharging duties as Coach-cum-escort with the teams participating at KVS National will be entitled for a track suit within a limit of Rs.550/- out of Regional Sports Control Board Fund.

 

j).         Arrangement of Jabalpur Regional Flags/Medals & Certificate for winners of the Regional Meet  :-

Principal, KV COD Jabalpur will make arrangement for procuring 10 Regional Flags for KVS National Sports Meet and Medals & Certificates for the winners of the Regional Meet.

 

 

k).        Participation in Shooting  :-

Assistant Commissioner informed that all students who participated in the 224^th National Adventure Programme at NAI Pachmarhi from 04/06/09 to 10/06/09 will participate in Shooting at the Regional Sports Meet, since they have already received training in Shooting during the NAP.

l)          Adventure Programme for 2009-10 :-

            It has been decided to organize as many number of Adventure activities as per the availability of students.  Assistant Commissioner has informed that instructions have already been given to Principals in the Principals’ Conference for sending names of students before 5^th August, 2009. All PETs have been asked to send the names of students at the earliest, if not already sent.

            It has been decided to send a 2^nd Batch of 100 students and 10 Escorts to Pachmarhi for the 226^th NAP from 5^th to 11^th October, 2009 and 3^rd Batch of 100 students and 10 Escorts for the 227^th NAP from 25^th October to 31^st October, 2009.

            Assistant Commissioner, in the concluding speech, stressed upon the following points :-

i)          Supervision of matches and selection trials only by qualified officials of recongnised association in the concerned Game/Event.

ii)         To ensure that 25% of the budgeted amount for Sports and Games is used exclusively for Primary students.

iii)         To forward proposals for development of Children’s Park, if not already existing, immediately. Small Vidyalayas who do not have sufficient funds for developing Children’s Park camp submit application for fund from Regional Sports Control Board.

iv)        Vidyalayas having enough space, to send proposal for development of 400m. track. They can also submit proposal for development of stadium.
